워싱턴주 5천만달러 할당, 코비드 관련 스몰비즈니스 구제 그랜트및 대출금
워싱턴주 재정기획부는 지난 일요일 코비드 관련 새로운 비즈니스 규제 방침이 발표된 가운데, 11월 18일 수요일 스몰비즈니스를 위한 구제 자금으로 5천만 달러를 사용할 계획을 주의회에 공식적으로 제출했다.
이 구제비용은 올해 봄에 미의회에서 통과된 CARES Act 로 알려진 코비드 관련 연방 정부 구제자금으로 충당된다. 워싱턴 주 법에 따르면 의무 사항은 아니지만 의회에 10일간 검토할 시간을 규정하고 있다.
5천만 달러는 주 상무부에 의해 그랜트와 대출로 나뉘어져 사용될 예정이다.
그랜트: 2천만 달러는 영구적인 스몰 비즈니스 폐쇄를 예방할 목적으로 렌트비, 매달 융자금, 각종 유틸리티 공납금등을 지원하는데 사용될 예정이며, 주 상무부는 흑인, 원주민과 유색인종이 소유한 비즈니스에 우선권을 줄 것이라고 밝혔다.
론: 나머지 3천만 달러는 은행으로부터 대출을 용이하게 하기위한 대출금으로 사용될 계획이다. 주 정부 타라 리 대변인은, 겨울이 끝나기전 대출 프로그램이 이용되게 하는 것이 목표라고 밝혔다.
다음은 대출 프로그램에 대해 주정부 상무부가 준비한 내용으로 비영리 단체가 스몰비즈니스 프로그램을 주관할 것이라고 밝히고 있으며, 대출당 대략 5년간의 대출기간과 5만달러에서 15만 달러까지 허용되며 낮은 이자율 또는 이자율이 없이 제공될 것이라고 한다.
To assist businesses impacted by the pandemic response, recovery loans will provide access to capital. Providing additional loan products to these businesses will help the recovery of small businesses. The Coronavirus Relief Funds will help leverage capital from lenders and will be used as required by federal law and guidelines. This loan program would be tailored to meet the immediate and longerterm working capital needs of small businesses and nonprofits during post-COVID recovery.
• A nonprofit organization will administer the small business loan program.
• The loan program will address the gap in the current product market for small business capital loans by providing access to capital during a time of economic uncertainty.
• The loans from this fund will focus on providing small businesses a loan product with the aim for sustaining the businesses
• The state would market the fund to lending institutions and the philanthropic community to leverage non-state funds to match and scale the lending program.
• The loans will have low or no interest.
• The loan term will be approximately 5 years.
• The amount will be approximately $50,000 to $150,000 per loan.
• Eligible expenses include but are not limited to payroll, utilities, rent, supplies, etc.
• Borrowers must disclose any current loan.
• The entity will track and provide data on the program’s impact on businesses owned by Black, Indigenous, people of color, women, and other business owners or nonprofit leaders from historically marginalized and under-banked communities.
